COPE has referred 23 cases from eight institutions to CIABOC for anti-corruption investigation. This reflects ongoing efforts to address governance and institutional accountability issues.

COPE finally found 23 cases worth forwarding to CIABOC—which is basically like saying "we've investigated thoroughly and decided someone else should investigate thoroughly." It's governance's version of passing the homework to the group chat 5 minutes before class.
