Nothing says "we're committed to child welfare" like approving a proposal to expedite the drafting of a bill to eventually maybe protect kids—it's like promising someone a sandwich next year while they're hungry today. Meanwhile, someone's out here celebrating an Animal Welfare Act like we've solved the puzzle, except apparently animals had to cut in line ahead of children to get legal protection.
