Web URL Fragment Search Console Issues

Google Search Console basically said "I don't know what a hashtag is, but I'm gonna treat it like you're running a whole separate website" — it's like watching your GPS count each exit ramp as a different destination and then acting shocked when your bounce rate is terrible.
Search Console is reporting two of my URL fragments as if they were pages. /colombo-suburbs-list/#colombo-1-fort-kotuwa — 11,371 impressions, position 8.6 /colombo-suburbs-list/#colombo-areas-list — 7,657 impressions, position 8.5 Those are jump links.
