Daduru Oya Reservoir's spillgates have been opened in response to heavy rainfall. This is part of irrigation department efforts to regulate water inflow during monsoon season.

Nothing says "we've got this under control" like waiting until the gates need opening to realize you should've checked the weather forecast. Two spill gates? That's just nature's way of saying your reservoir management plan had about as much foresight as a goldfish.
